If you're an experienced Legislative Review Advisor, looking for an extraordinary overseas experience in the Pacific to build into your field of expertise – working collaboratively with the Office of the Public Service Commisioner, then read on, as we have an exciting opportunity in store for you! Our Partner Organisation - Office of the Public Service Commisioner The Office of the Public Service Commissioner (OPSC) is responsible for supporting the Public Service Commissioner to deliver their mandated functions outlined in the Public Service Act 2009. These functions include: The provision of policy advice to government the appointment of, and performance management of, heads of public service departments Changes to the structure of government departments Establishing operating policies and standards Supporting the capability development of public servants Assignment This assignment is a partnership assignment between VSA and the Office of the Public Service Commisioner. In this assignment the VSA Volunteer will work alongside the Policy and Planning staff, and in particular, the Legal and Policy Advisor who will coordinate this work. The VSA Volunteer will recommend innovative models practiced elsewhere to create new efficiencies and effectiveness in the way the office of the Public Service Commissioner operates. VSA Volunteers are technical experts who impart their skills and knowledge to the local community. You will need to be flexible, adaptable, resourceful, resilient with a passion for Aotearoa and the wider Pacific community. We're looking for a volunteer with the following: Experience in reviewing and/or drafting legislation. Experience in public sector management/administration, human resources and change management. Experience in developing public policies which will be used to develop legislation. Desirable: Recognised qualification in HR or organisation development The Country The Cook Islands has 240 square kilometres of land, comprising 15 islands spread across 2.1 million square kilometres of ocean. The islands are self-governing in "free association" with New Zealand. This means Cook Islands nationals are citizens of New Zealand, and New Zealand (in consultation with the Cook Islands government) has responsibility for external affairs such as defence. The economy is mainly based on tourism and marine resources. Agricultural products include copra, fruit and vegetables, coffee, pigs and poultry. Economic development is vulnerable to environmental factors and global economic trends, with economic growth limited by environment, infrastructure constraints and a labour shortage.
