You will be responsible for providing valuable grant administration services to A*STAR Research Entities (ARES) within a Shared Services environment.Key Responsibilities: Lead and supervise 20+ officers at the Central Grants Team (CGT) to provide value-adding grant administrative services to A*STAR Research Entities (ARES) within a Shared Services environment. Plan, review, and assign job duties and set out KPIs for the team. Assess the teams' skillsets and improve their competencies through relevant learning and development. Cultivate a focus on continuous improvement and leverage existing efficiency tools or explore new ones to deliver efficient and quality fund request submissions within the agreed timelines. Oversee grant audit planning and execution, including collaboration with various stakeholders to ensure timely completion of grant audits. Participate in the tender process for the appointment of panel auditors for grant audits. Maintain proper bookkeeping of grant accounts, including the review and follow-up of aged grants receivables from Grantors. Identify and drive improvement initiatives or alignments to optimize processes and systems to achieve operational efficiency and enhance resource allocation and utilization. Ensure financial, audit, and grant guidelines put in place are compiled in the Central Grants Team. Maintain proper documentation of working instructions and guidance notes for key processes, policies, and procedures. Build relationships within finance as well as cross-functionally to achieve intended objectives and outcomes. Motivate staff and upkeep good morale to promote staff retention. Assist in any other ad-hoc assignments. Requirements: Bachelor's degree in Accountancy, Business Administration, Finance, or a relevant equivalent qualification (e.g., ACCA). Minimum 3-5 years of experience in finance operations and system automation projects, ideally within a shared service environment. Minimum 3-5 years of proven supervisory experience. Strong written and verbal communication skills. Proficiency in Microsoft Office applications. Strong analytical, interpersonal, stakeholder engagement, and communication skills. Self-directed, results-oriented, and a team player who thrives in a fast-paced environment. Meticulous with excellent time management skills, able to deliver under pressure. Experience with SAP systems, grant management software, and robotic process automation (RPA) is a strong advantage. Familiarity with data visualization tools like Tableau or Power BI is a plus.
