Team Background
Since March 2020, and the introduction of New Zealand's strict border restrictions and the Alert Level system in response to COVID-19, the Ministry, transport agencies and the transport sector have worked together to implement COVID-19 public health measures in a coordinated and effective way, and to enable a strong and smart response (and recovery) for the sector and New Zealand.
The scope and scale of the Transport COVID-19 Response Programme (the Programme) reflects how important it is for New Zealand that the transport sector responds effectively to COVID-19, as well as the severe impact COVID-19 has already had on the transport system, in particular the aviation sector. The Programme also reflects that COVID-19 is not a discrete event New Zealand can respond to and recover from in phases. COVID-19's fluidity, the risk of resurgence and the dynamic global environment, means we need to be prepared to operate in overlapping response and recovery modes, for some time yet.
The Programme is multi-faceted and multi-agency, and includes a number of work streams:
Responding to Resurgence
Travel Facilitation (including Quarantine-Free Travel)
Air and Maritime Border Issues (including testing of border workers)
Critical Goods and Supply Chain
Vaccination for the transport sector.

The Programme has a small support team, and a Director to provide strategic direction and work programme oversight.
About the role
The Senior Adviser COVID-19 Response Programme will be part of a dynamic work programme on issues of a global scale that are critically important to the wellbeing of New Zealanders now and for the future. The role will report to the Director COVID-19 Response (Shelley Tucker) and work closely with the core team, in particular the Principal Advisor COVID-19 Response (Helen Presland).
The Senior Adviser COVID-19 Response will work as part of the core team, providing policy advice as across the work streams within the programme (see above), and assisting with issues management and the early identification of, and response to, emerging issues, concerns or risks. The Senior Advisor COVID-19 Response will work across government on COVID-19 issues, and engage regularly with transport sector stakeholders in the private sector.
The Senior Advisor COVID-19 response will also be expected to provide support for resurgence planning and response work if there is a domestic alert level change (under the Responding to Resurgence workstream).
What you will bring to the role
We are looking for someone who has policy experience but is also comfortable working in operational and response contexts.
Preferably, you will have knowledge of the transport sector. You will be comfortable working with a range of stakeholders, on a variety of issues and be able to represent their views clearly within the policy process, as well as advising on the impacts of different policy options (e.g. impacts to port and airport operations, and any flow on impacts for example, to the supply chain, and passenger and cargo facilitation).
Experience working in emergency management situations would be beneficial but is not essential.
You will be comfortable working within a work programme that can change quickly and be uncertain at times. You will adept at working under pressure, and to short deadlines where necessary.

The salary band for this role is $93,000 - $130,00 per annum, depending on experience and this will be assessed during interview stage.
