What is the primary focus of this role? - Te Arotahi Matua
The role sits in the Te Ao Turoa (Natural Environment) team, within the wider Strategy and Environment Group of the Office of Te Runanga o Ngai Tahu.
Te Ao Turoa's main focus areas across the Ngai Tahu takiwa (area) include planning , state of the
environment, heritage protection, tribal properties, the management of taonga resources, climate
change and mahinga kai.
The primary focus of the Programme Lead – Mauri role is:
1. To lead and manage the Mauri team. This will include managing staff performance, professional development and reviewing and improving systems and processes within the team.
2. To provide oversight and delivery of the Mauri work programme. This will involve supporting the team to provide advice on a wide range of local government statutory and non-statutory planning and policy frameworks, Department of Conservation strategies and plans, national proposals, large resource consent applications and collaborative water management initiatives.
3. To monitor compliance of environmental related provisions of the Ngai Tahu Claims Settlement Act 1998.
4. To provide support to the General Manager Strategy and Environment. There is a need to work closely with the other teams of Te Runanga o Ngai Tahu, Papatipu Runanga and their Regional Environmental Entities, councils, government agencies and a range of external stakeholders in undertaking this role.
Key Accountabilities - Nga Kawenga Takohanga
Project Leadership • To ensure Te Ao Turoa projects are managed and implemented in a manner that positions Te Runanga o Ngai Tahu as a leader in environmental management, policy, planning, and research.
• To ensure the projects with which the team are tasked are monitored, supported and reported upon in accordance with agreements made in the Annual Plan.
• To ensure resources are proactively managed, shared and acquired as necessary to enable project milestones and outcomes to be achieved.

06 POSITION DESCRIPTION
• Actively monitor workloads to ensure priorities are managed and are not superseded by new projects without appropriate authorisation.
• Scan the environment for trends or opportunities and present these as potential new projects/initiatives as key inputs into the Office Annual Planning process.
• To identify, evaluate and monitor risks and threats associated with current and potential projects or work streams.
• Engage and manage contractors as projects may require.
Runanga /
Regional Capacity
• To enhance and/or develop tribal initiatives to further build environmental management, policy, planning, and research capacity within Papatipu Runanga and/or their associated regional entities.
• To identify ways in which to most effectively integrate the initiatives provided by the Office and the Papatipu Runanga respectively to maximise their impact.
Ngai Tahu Claims
Settlement Act
• Ensure all environment related provisions of the Deed of Settlement, Ngai Tahu Claims Settlement Act and related regulations are monitored, implemented or enhanced in accordance with the aspirations of Ngai Tahu Whanui.
• Ensure an appropriate focus on upholding the Ninth Tall Tree of the Te Kereme (the Ngai Tahu Claim), relating to Mahinga Kai
Te Runanga Group
Kotahitanga
• Actively work with other units within the Office of Te Runanga, and Ngai Tahu Holdings Corporation and its subsidiaries to ensure Te Runanga Group projects seek to achieve tribal environmental policy objectives and values.

• To actively promote the interests and aspirations of Ngai Tahu Whanui in environmental resource management
• Develop and maintain relationships with key environmental government departments, stakeholder organisations and groups to facilitate and promote tribal interests.

• Participate and work closely with the other Programme Lead, General Manager and Group Head, Strategy & Environment to build a strong cohesive team that strengthens and unifies Te Ao Turoa.
• Build and maintain a highly effective team with a focus on collaboration for continuous best practice and organisational improvement.
• Provide on-going coaching and support of the team with an eye for consistent delivery of agreed outcomes and availability of appropriate development opportunities to build employee capability to their fullest potential.
• Conduct human resource processes as required (for example recruitment and performance management activities) supported by Toi Tangata.

Experience - Nga Pukenga
• Demonstrated experience in team leadership and people management – specifically regarding cross functional / multidisciplinary teams.
• A minimum of 5 to 10+ years' professional work experience with a demonstrated track record in planning, law, policy or resource management work.
• Ideally have planning experience working within local government (or similar)
Qualifications - Nga Tohu Matauranga
• Relevant tertiary degree required.
• Post-graduate qualifications in environmental management and relevant professional memberships are advantageous.

• Demonstrated leadership ability in complex and politically sensitive environments.
• Knowledge and understanding of New Zealand environmental policy and law.
• Understand the structures, processes and responsibilities of central and local government agencies and institutions of relevance to the work of Te Ao Turoa.
• Understand mahinga kai values and matauranga Ngai Tahu in relation to natural resources.
• Understanding of, or eagerness to learn Ngai Tahu values, tikanga and te reo Maori.
