The Principal Adviser contributes to high quality advice on transport issues and supports the wider team in delivering their work programme. We are the government's principal adviser on transport policy, regulation and investment and play a crucial role in ensuring the transport system is working to improve the prosperity of New Zealanders. The Investment Team provides advice and maintains oversight around the direction and performance of the transport investment system. The role can be wide, ranging from leading the development of the annual transport budget, developing and managing the Government Policy Statement (GPS) on land Transport, or providing advice on specific transport projects and investments. As a Principal Adviser, you will contribute to the achievement of Te Manatu Waka's objectives by providing high quality, well-researched policy advice and solutions to complex transport issues, which, by understanding the intent of legislation and mentoring staff, the position contributes to and promotes Te Manatu Waka's strategic policy framework and associated policy outcomes for the transport sector. You will lead and support our team's various programmes of work, and will also play a key role in developing and mentoring junior staff members. Key responsibilities may include: Leading the development, implementation, and management of the Government Policy Statement on land transport (GPS). This is a high-profile programme that will guide over $20 billion of investment into the transport system over the next three years. Leading the development, implementation, and management of the Vote Transport Budget process. Equally high profile, this process considers the value of approximately $6-7 billion of investment per annum into the transport system. Leading the development of a programme of work on a future investment system for transport and how this can improve on the current investment system, structure, and processes. Supporting or leading advice on specific investment projects and programmes. This may include the assessment and/or development of business cases, budget bids, briefings and Cabinet papers relevant to the particular projects or programmes. Providing authoritative guidance and advice to stakeholders and the sector in the area of investment advice and support. Modelling exemplary leadership across Te Manatu Waka aligned to the Te Manatu Waka's vision, values and purpose. Te wahi ki a koe | What you'll bring Knowledge and experience in the policy and investment areas Knowledge and experience in the machinery of government Ability and experience in leading high profile policy and/or investment projects and programmes Excellent written and verbal communication skills and comfort with engaging senior stakeholders including Ministers Knowledge of, or at least an interest in, the transport and infrastructure sectors Collaboration and engagement skills, with the ability to work with internal and sector stakeholders Ability to lead and mentor more junior members of staff The salary range for the role is $127,142 - $150,000.
