Kaiwhakahaere Panoni | Change Manager at Ministry for the Environment, Wellington Collaborative team environmentSupport flexible workingFixed term position until December 2024Business Transformation and Services (BTS) provides sector leading advice, technical expertise and enabling services across the Ministry. It designs and drives enabling strategies giving effect to our organisational strategic framework and ensures our organisational policies and procedures are effective, driving a culture of continuous improvement.
The Ministry is currently going through a significant period of transformation and is in the process of implementing a new organisational structure and improved operating model that will give effect to an integrated and agile Ministry, incorporating our ways of working, performance management, policies, processes, tools and technology. The Transformation Programme is being managed by the Transformation and Change team within BTS.
The Change Manager, plays a critical role in guiding our organisation through a period of significant ambiguity and change. You will be responsible for designing and implementing enterprise-wide change management strategies to ensure successful adoption and integration of changes brought about by Transformation Programme initiatives. You will bring proven business change and transformation experience, extensive change management knowledge, strong influencing, relationship and communication skills, an understanding of the machinery of government and a business focus to this key programme of work.
We are looking for a motivated and experienced Senior Change practitioner who can, along with the Transformation Programme Manager, lead this priority programme across the Ministry.
In this role you will:
Refine, own and manage the overall Change Plan that sets the approach and direction for Change Management within the Transformation Programme.Collaborate and support engagement and communications across the programme including the implementation and monitoring of the organisation's stakeholder engagement and communication strategy for the change.Direct, support and coach all levels of the organisation from Executive teams to Managers as they work to lead and guide their direct reports before, during and post transitions.Advocate for best practice Change Management concepts within a transformational landscape to be included within scope of the programme.Manage documentation and processes relating to organisational change including supporting internal programme teams to understand, plan and integrate Change Management activities into their detailed work plansDevelop and deliver Change Management concepts such as stakeholder engagement, change impact and readiness assessments, risk and issue identification, communications, workforce transition, L&D, support and adoption to facilitate smooth transitions and mitigate resistance.Develop and lead change and transition activities required to support major structural change within the Ministry.Collaborate with organisational development teams and business SMEs to develop material to support staff to prepare for the changes.Identify activities to embed the transformational changes into the Ministry to achieve defined benefits.Measure and analyse change effectiveness and identification of learnings to increase effectiveness.Support for project teams/workstreams with integration of Change Management activities into their project plans and alignment of work stream plans and products to wider programme change initiatives.Working closely with teams across the organisation, you will be required to build positive and productive relationships. You will be highly organised, self -managing, able to work independently and as part of a cross functional team. You will be familiar with techniques and frameworks of your discipline and be comfortable learning in a high paced environment.
We are looking for a motivated individual with the following skills:
Relevant tertiary qualification with a commitment to ongoing professional development.Advanced MS suite and computer literacy required.Extensive experience successfully applying specific, structured, recognisable Change Management methodologies and expertise to organisational challenges in large, complex environments at enterprise and programme level.Exceptional interpersonal, communication and stakeholder management skills with the ability to influence people across all levels of the organisation including executive leadership teams to obtain understanding, commitment and buy in.Proven experience in implementing complex projects and programmes, managing risks and change analysis.Understanding of public sector systems and processes, including accountability requirements and the use of performance information to inform decision-making.Commitment to developing your cultural capability and capacity in te ao MaoriExperience working with leaders and staff of all levels of an organisation in a high-change environment.Salary range for this role is $118,318 t0 $143,659 pa.Appointment within this range will be based on skills and experience.
