Te whiwhinga mahi | The Opportunity The Group Manager Portfolio Management Office (PMO) is a senior member of the Infrastructure and Investment Group (IIG) team, whose mission is to provide safe, fit for purpose health facilities, sites and equipment that are essential for a well-functioning health system. This is a truly unique opportunity to join IIG as we look to build a national view of our health infrastructure portfolio comprising of a myriad of high value, complex, and geographically spread projects previously owned and delivered by over 20 separate organisations. This includes new hospital builds, refurbishments, cancer clinics and birthing units. The role provides strategic leadership across IIG in relation to the development and implementation of consistent portfolio, programme, and project management frameworks across IIG at a national and regional level. Working as part of the wider IIG, and Office of the Chief Infrastructure and Investment leadership team, the Group Manager PMO oversee the delivery of portfolio reporting that tracks performance, identifies potential issues and opportunities, and provides relevant support to Regional Heads of Infrastructure, Head of Infrastructure Delivery and the Head of the Office of the Chief Infrastructure and Investment Officer. You will be responsible for developing and leading a national team to provide expertise and support across IIG to ensure successful portfolio, programme and project management practices are in place to effective and efficient delivery of initiatives. You will have led PMOs in the past and contributed to lifting the maturity of the practice across the organisation. This role requires you to represent IIG in key P3M related meetings, communities of practice, and the primary relationship holder with the Health NZ Enterprise Portfolio Office. Minimum 10 years' relevant experience in PMO delivery practice, project/programme delivery. Comprehensive understating of PMO responsibilities A tertiary level qualification in an area relevant to project and programme management, business and, and/or health management or comparable experience working at a senior leadership level A qualification in Project management for example, P3O Certification, PRINCE2 or MSP is essential. Understanding of infrastructure life cycle and stage/gate approach Strategy development and implementation Experience with the development process and sign off pathways of major projects Familiar with Better Business Case framework Understanding of state sector investment management system requirements and guidance Understanding of machinery of government requirements and guidance A commitment to being a good Te Tiriti partner in all your actions. This includes an understanding of the significance of and obligations under Te Tiriti o Waitangi, and the ability to apply Te Tiriti principles in a meaningful way in this role. Competency with te ao Maori, tikanga, and te reo Maori or a commitment to starting your journey and taking ownership of your learning and growth.
