Asst/Assoc Professor - Global Health Regulation Asst/Assoc Professor - Global Health Regulation National University Of Singapore, Central Region Teaching - Tertiary (Education & Training) Duke-NUS Medical School (Duke-NUS) is Singapore's only graduate academic medical school with Signature Research Programmes in Emerging Infectious Disease, Health Services and Systems Research, Cancer and Stem Cell Biology, Cardiovascular and Metabolic Diseases and Neuroscience and Behavioural Disorders. SingHealth is the largest provider of medical services in Singapore, with a network of acute hospitals, national specialty centres, community hospitals and polyclinics offering over 40 clinical specialties. It aims to drive the transformation of healthcare and provide affordable, accessible and quality healthcare. Together they form the SingHealth Duke-NUS Academic Medical Centre (AMC). The Centre of Regulatory Excellence (CoRE) at Duke-NUS Medical School was formed in 2014 and provides a neutral academic platform for networking of stakeholders to promote capacity development, system strengthening and policy innovation for health products regulation and health systems in the Asia Pacific, with a focus on South-East Asia. The Centre for Outbreak Preparedness (COP) at Duke-NUS Medical School was launched in June 2022, with a vision to advance enhance regional health security across Asia - with major focus on supporting low-and-middle income countries across the region. A key pillar of COP's efforts is to support the adoption and scale of new products to improve capacity to prepare and respond to outbreaks. This includes novel technologies such as genomic sequencing, diagnostics, new therapeutics and vaccines. Working with National Regulatory Agencies to acceleration approval of these innovations, supporting industry and national distributors on issues of ensuring adequate supply and distribution, facilitating links with regional global market shaping efforts to improve affordability, and examining legal frameworks for regional collaboration are all central to this pillar. Job Responsibilities This position will work between CoRE and COP with specific areas of emphasis and responsibilities as follows: - Support the documentation of the current status of policy, regulatory, procurement, supply chain and legal frameworks in relation to systems required to respond to public health emergencies, Review and analyse relevant reports and materials including but not limited to government documents, publications, institutional databases, academic journals, conferences and seminars. Conduct empirical research and policy analyses in relation to the issues and priorities outlined above. This includes interviews and expert focus groups with relevant stakeholders. Compile country case-studies and synthesize emerging lessons Coordinate and facilitate regional strategy think-tanks to foster the dissemination of best-practice. This includes supporting the organisation of and attendance at key events, conferences, roundtables, fora, seminars as needed and prepares content for presentations, summaries, and social media. Generating high quality papers, presentations and reports that draw together learning and new approaches at the regional level. Contribute to established regional and global partnerships with institutions and industry that are exploring issues around manufacturing, distribution and supply chain excellence in the context of supporting LMICs. Act as a resource focal point to support the dissemination of learning from these efforts. This includes supporting ad-hoc requests for policy support, preparing fact sheets, briefing notes for internal and external trends, and other programme needs. Contribute to researching, writing and coordinating of grant application process and management of proposals. Qualifications PhD in Public Health, Global Health, Public Policy or other related disciplines Prior experience in working to support health systems, regulatory, procurement and supply chain issues, with an emphasis on low and middle-income contexts. Have a strong foundation in qualitative and quantitative methods used in policy research and analysis Minimum 5 years of relevant work experience in a research/analyst/consultant role. Work experience in government, policy organisations or industry related to pharmaceutical, medical device, health innovation or global health would also be helpful. A track record of generating published outputs in the form of peer-review publications and/or reports. Have experience facilitating and documenting outputs from policy dialogues, which draw together multiple stakeholders to explore thematic areas of importance. Full professional proficiency in spoken and written English; knowledge of one or more other South-East Asian languages would be an asset. Agility to take on new and diverse areas/topics and synthesise information effectively. Ability to undertake research assignments with minimal supervision. Experience in research and grant writing. Cooperative attitude and flexibility. Strong communication skills, organisation, and attention to detail. Able to maintain a professional demeanour and high level of comfort working with high-profile stakeholders from government, industry, academia, institutions, NGOs, multilateral organisations, at local/regional/international levels.
