Web Designer/ Social Media Guru - Casual - Tauranga

I am currently starting a contracting business in Tauranga ,and would like for some guru that knows their way around a computer to design a basic web site for google searches, and to get a Facebook page set up so everyone in Tauranga to know about my product, I want to get onto it asap.
TO succeed in this role you will need to know your way around the various social media sites and ideally you will have some sort of marketing background or education but this is not required, as long as you are able to get the company name out there. The main keys for the role are that you are flexible , good with computers and willing to work hard to promote my company. You will also need to be able to work independently and be reliable as this is a work from home role.
I am looking for someone on a casual basis to work for about 10 hours per week, pay will start at $16.50 per hour but will go up with experience.
