About our group and team
The Early Learning and Student Achievement (ELSA) group is a key part of the Ministry, with over 300 staff. It sets system-level learning standards and supports education leaders to lift progress and achievement for all children and young people. The group achieves this by advising on New Zealand’s curricula, the provision of personalised learning pathways, and a quality and sustainable education workforce.
At the heart of our work is making sure that every day, in every early learning service, kohanga reo, school, and kura, the education workforce and curriculum delivery is world class, and focused on what New Zealanders need for their be st future.
Within ELSA, Education Workforce group is responsible for shaping a high quality education workforce that consists of over 70,000 teachers, principals, support and other roles within schools.
About the role
Reporting to the Senior Business Manager,the Senior Ministerial Advisor is a key member of the Education Workforce Request team, (Office of the Associate Deputy Secretary), supporting the Deputy Secretary and the teams within Education Workforce to achieve strategic and operational objectives and to build a great working culture and environment.
This includes responsibility for leading the delivery of high quality responses to, and advice on the following:
Quality and timely Ministerial (correspondence, Official Information Act requests, Parliamentary Questions)
Whole of Education Workforce advice to support cross-ELSA or Cross-Ministry work
Education Workforce responses
Education workforce material to support Estimates and Annual Review processes and providing administrative support across the group
About you
Ideally, you will be a strategic thinker and excellent communicator, with the ability to manage a demanding and complex work programme. Possessing high levels of energy and resilience, you will be a technical expert with the ability to inspire others to perform at their fullest potential.
You will also offer the following:
Proven skills and experience in Parliamentary processes, the Machinery of Government and the Official Information Act
Relationship management across a wide range of stakeholders
Risk management and the co-ordination and quality assurance of a wide range of information
Effective, accurate and succinct communication n a wide variety of settings and styles
Relevant functional and technical skills in Word, Excel or other databases or software applications
Strong understanding and affinity with Te Ao Maori, the Treaty and an ability to lead processes to incorporate Maori cultural views in the design of policies and initiatives that grow the education workforce
Political savvy to manage sensitive relationships across a complex stakeholder environment; including presenting high quality, timely and credible advice to Ministers, senior leaders and to other high level decision makers
Capacity to influence effectively
Leadership attributes and a willingness to ‘step up’ when you observe an issue or something that is within your power to fix
