Permanent client-side Programme Manager role in Construction (40 hours per week), Monday to Friday, day hours

The Team
The Site Redevelopment Unit is responsible for major building construction and building redevelopment work across the Canterbury DHB. We also manage a large programme of Earthquake Repairs, and are responsible for the disposal of CDHB property along with the negotiation of leases for facilities.
Our team consists of multidisciplinary construction related professionals with varied industry experience. The core team provides project management services for the above activities and acts as the client's representatives on all the building projects that we are involved with.
In addition to the above, we are responsible for the administration of the Arts for Health Art Collection and provide interior design services where appropriate to all parts of the organisation.
The Role
In this role, you will be responsible for the following:
Management of key organisational wide Programmes (up to $1b+ worth of value) through the Programme life cycle using Programme management processes to the successful completion, including achievement of business objectives and benefits
Programme Requirements Analysis including investigation of the operational requirements, support frameworks, future product governance as well as assessment of the costs and potential benefits of the new approaches considered, including the risks, costs and potential benefits of alternative construction related business process designs
Account Management, including support of the Programme Director with managing, controlling and co-ordinating responses to requests for new work and/or requirements, including managing customer expectations, as well as taking an active part in meetings, workshops and presentations for a wide variety of audiences
Advancement and promotion of sound Programme / Project Management principles and methodologies at all times while providing the correct project management documentation through-out the project life cycle and keeping up to date with current project management methodologies

Your skills will include the following:
Strong customer focus, with an ability to work effectively with all levels of the DHB and external organisations up to CEO level, including vendor related staff at all levels
Strong understanding of the Ministry of Health's Polices for, 'Better Business Cases', and a strong understanding of the Ministry of Business, Innovation and Employment, Government Rules of Sourcing
Engaging team player and team leader with very proficient time and task management skills
Ability to utilise your effective leadership, interpersonal and communication skills to liaise and influence at a senior level both inside and outside the organisation, and your ability to command respect and to create a sense of community amongst the members of the project teams would be second to none
Extensive knowledge of techniques for planning, monitoring and controlling programmes especially in relation to construction based activities, sound business case development and approvals skills as well as understanding of procurement processes in relation to the government rules of sourcing

Experience
Has substantial Programme Management/Construction project experience managing multiple projects in excess of $100m
Experienced with the project management life cycle and tools required for this
Experienced with risk and quality management techniques
Experienced with organisational change management
Has a proven track record in complex Programme/project management deliveries of commercial projects
Experience in the Health Industry is desirable but not essential

Qualifications
Have a professional Programme/Project Management certification such as MSP, PMP, PRINCE2, PMI or similar or be able to demonstrate extensive knowledge in these areas
Degree in Engineering/Construction is very desirable
