The Principal Planner – Resource Management Policy plays a leading role developing district resource management policy, leading the preparation of evidence for plan changes and appeals, and representing Council as a leading expert in your field in hearings and mediations. A person in this role will provide technical leadership with the delivery of strategic planning projects, mentoring and technical planning advice relating to the district plan review, environment court appeals and a range of planning policy matters. The role also requires demonstration of leadership in improving planning practise, advising the Council on urban and rural and resource management matters and preparing planning strategies, analysis reports and advice on complex resource consents in the district. The role is also responsible for reporting to Council on district plan appeals and assisting with the development and implementation of district plan monitoring initiatives.
The successful candidate will hold:
Tertiary or post graduate level degree qualification in planning/resource management.
Full membership of the New Zealand Planning Institute, or full membership of an equivalent international organisation and eligibility for full membership of NZPI.
Excellent knowledge and demonstrated practical application (10+ years) of the Resource Management Act 1991 and allied legislation.
Extensive experience in both a policy planning & consenting environment.
Proven experience with district plan reviews and/or managing planning policy projects, in a New Zealand local government environment.
Excellent oral and written communication skills including formal evidence and report writing.
Demonstrated ability to present topics to the public, professionals and meetings.
Proven track record of developing and maintaining relationships across a broad range of stakeholders.
Highly motivated, achievement-oriented and innovative professional.
