DescriptionType: Fixed-term (18 months)Hours: Full timeLocation: WellingtonBusiness Group: Regulatory ServicesBranch: Regulation and PolicySalary: $117,189 - $157,094We are looking for an experienced leader to take on the role of Manager Operational Design.This is an exciting 18 month fixed-term opportunity where you'll get to work within a multi-disciplinary environment to build a new online gambling regulatory system.The Manager Operational Design will be responsible for the operational policy and design work to implement the new regulatory system. This will involve the implementation of the legislation and supporting regulations, including the design and implementation of a regulatory operating model that covers licensing, monitoring and enforcement.This is a new regulatory initiative for New Zealand. Overseas gambling is regulated in many overseas jurisdictions, and it is expected that New Zealand will look to relevant overseas counterparts in planning for its introduction here.The Manager Operational Design will report to the Programme Director, Online Gambling Implementation as line manager but will be expected to work in partnership with other workstream leads in the implementation group as well as policy and legal. They will also have a relationship with senior leaders in the wider Regulatory Services group and the governance oversight body for the implementation programme.They will have 8-10 reports. The timeframes to get the regulatory regime up and running are tight, so the Manager will be supported to build their team at pace. The structure of the Operational Design team is currently being finalised and there will be interviews lined up for the Manager to run as soon as they commence in role.To be successful in this role you will need to have robust knowledge of regulatory theory and practice, sound leadership experience and have a proven track record of delivering complex work. You will need to be comfortable working with ambiguity – because we haven't done this before in New Zealand – and be at ease working with senior leaders and governance boards.
