Purpose of Parliamentary Service
The Parliamentary Service provides administrative and support services to members of Parliament and administers members' funding entitlements. These include: providing members with support staff in their offices; assistance with travel arrangements; providing policy advice; accounting services; research information services; security services; the provision of information and communications technology support; and catering services. The Parliamentary Service is also responsible for looking after the buildings and grounds of the parliamentary precincts.
Purpose of the Finance Group
The Finance group provides a range of financial, planning and procurement services to Parliamentary Service customers. The function ensures financial management practices support the strategic goals of the Service through effective delivery of reporting, advice and decisions.
Purpose of the Position
The Finance Trainer will lift the financial capability across Parliamentary Service, Office of the Clerk, Political Offices, Members and their staff. The position supports the Finance team in promoting Finance service offerings and increasing the financial capability of non-finance staff. This role works collaboratively with other Finance team members and the business to contribute to the delivery of Finance team’s objectives.
Key Responsibilities and Accountabilities
Training development and delivery
Understand existing finance tools, processes, procedures and standards.
Develop a comprehensive finance training programme for Parliamentary Service, Office of the Clerk, Political Office, Members and Member staff encompassing all Finance functions.
Design a training plan and provide trainings accordingly.
Ensure staff receives high-quality and timely training and support.
Coordinate and deliver finance training both on-precinct and at Electorate and Community offices throughout New Zealand.
Promote finance tools and information that will enable staff to do their job effectively.
Ensure finance processes and procedures are understood.
Maintain a database of all training material.
Relationship management
Develop and maintain positive relationships with key support teams and ensure finance trainings are connected to other training programmes where appropriate.
Collaborate with the Human Resource team to ensure a seamless transition into the business for new staff.
Develop and maintain relationships with key staff within Parliamentary Service, Office of the Clerk, Political Office, Members and Member staff.
Continuous improvement
Collaborate within the Finance team to:
Coordinate training;
Identify commonly asked themes;
Be across any improvements and/or changes that may impact the training programme; and
Identify gaps and recommend improvements to Finance tools, processes and procedures
Feed back to the Finance team on observations and comments received at training sessions
Conduct “customer surveys”
Evaluate and update trainings as required
General
Input into regular reporting where required
Other duties as directed by the Finance Manager –Business Partnering
