You will develop and manage key sourcing activities to meet project goals while minimising risk and ensuring Total Cost of Ownership (TCO) is considered.
You will be the trusted advisor in sourcing and commercial initiatives to both, stakeholders and your team members, ensuring compliance to the appropriate processes and operating procedures.
Your primary function will be the creation and delivery of commercial strategies for projects within an existing programme pipeline.
That will provide a resilient and efficient infrastructure support across the MOD-s estate.
This role will require travel within the UK locations.
Full driving licence is preferred but not essential Responsibilities Main Responsibilities - Identify, develop and deliver project sourcing strategies, lead key initiatives with cross-functional teams and drive the decision-making process for commercial activities.
- Develop commercial relationships with suppliers, with a principal objective of achieving optimal cost and performance.
- Lead supplier performance management, including improving sustainability and social responsibility.
- Coordinate and collaborate with your local teams to deploy and manage the implementation of your defined strategies.
- Evaluate supplier core competencies and competitive positioning using industry cost models and bench-marking analysis.
- Manage the fundamentals of sourcing and supplier engagement activities including tendering, spend pattern analysis, contract analysis, bid evaluation, negotiations, and supplier consolidation in accordance with DIO processes and operating procedures.
- Provide guidance to internal stakeholders on commercial strategies, maintain procurement ethics, in accordance with DIO, MOD and wider Government policies.
- Manage a team of up to 5 staff.
You will have the opportunity to provide commercial advice and guidance to internal and external stakeholders, some of whom may be senior members to the MOD.
You will be accountable to the Assistant Deputy Head for any commercial activity you undertake.
Stakeholder engagement across DIO, Industry and wider Government will be an important aspect of your role so you will require excellent communication skills.
Qualifications and Experience Essential - Excellent written and verbal communication skills.
- Relevant sourcing experience ideally with a background in projects and construction.
- Ability to manage multiple simultaneous projects requiring frequent communication, organization, time management, and problem-solving skills.
- Experience leading and managing a team.
Desirable - MCIPS - Strong negotiator with proven experience in setting negotiation strategies and conducting negotiations.
- Extensive knowledge of the basic types of commercial agreement structures and the function and purpose of key legal terms.
- Strong experience assessing risk and concisely explaining complex issues to principal business owners.
- Experience working in a large, highly matrixed organisation.
- Strong analytical skills including the ability to quickly synthesize, distil and draw conclusions on large amounts of disparate data.
- Passionate self-starter with the highest integrity and ethics.
