Deputy Director (Facilities Management), Space, Infrastructure & Administration (SpIA)Purpose of JobWe are looking for an energetic and dynamic individual to lead the facilities management, project development and safety teams to provide integrated facilities management support for the science and engineering division of A*STAR that is aligned with its strategic goals.
The role is critical in ensuring A*STAR operates in a safe environment in fit-for-purpose facilities.Key AccountabilitiesLead a team of specialists in facilities management, project development and occupational safety to formulate and implement strategies on space management, infrastructure planning, project development and management in ensuring optimal and sustainable design to facilitate world-class scientific research.
This encompasses the following:Establish contracts in support of facilities management & maintenance of various infrastructure e.g.
ACMV / M&E services, BMS, Gas and Chemical Systems, Security Access Control, Cleaning & Pest Control, Landscaping, General Building services etc.Implement and review maintenance engineering initiatives to achieve higher reliability, maintainability and serviceability.Partner with end-users to develop design brief, technical specifications and project budget for procurement of consultancy services and construction contracts.Complete construction projects on schedule, fulfill budget marksmanship and meet the specified quality standards.Develop and implement Workplace Safety and Health (WSH) management system, risk management plans, emergency response plans and WSH/safety training programmes pertaining to research and general activities in the workplace, in accordance to the WSH Act and WSH (WSH Officer) Regulations.Act as the secretariat and facilitate the operations of the WSH committees, including:Develop/implement programmes to steer WSH culture, habits and norms of A*STAR.Provide advice to Management with respect to changes in the Acts, Regulations, Codes of Practice and Standards, and make recommendations on any aspects of workplace safety & health and environment protection matters.Facilitate the management of risk in the workplace, recommend, implement actions and review effectiveness of measures to improve WSH performance and control risks.Plan and conduct emergency response training and drills.Conduct incidents investigations and make recommendations to address root cause of incidents.Plan and manage budget allocated.Be a champion in leading green practices and promote sustainability in operations and maintenance of building & facilities.Engage internal stakeholders and various external parties e.g.
Landlord, Contractors, Supplier in keeping A*STAR facilities relevant and vibrant.Job RequirementsPossess at least 15 years of relevant working experience in managing building infrastructure and project development in research and/or industrial facility, with knowledge of WSH and chemical substances legislations and standards.
Experience in working in and/or managing cleanrooms is an advantage.Degree in Engineering, Occupational Safety and Health, or related fields.Robust project management and leadership in leading multi-disciplinary teams.Possesses strong interpersonal, oral and written communication and strategic thinking skills to engage various stakeholders with clarity and impact.A self-driven and meticulous individual who has the strong ability to work well in a fast-paced environment.Strong capability to interpret, analyze and synthesize requirements from multiple stakeholders and develop actionable plans.
